Yes, it may be possible because invoice isn't necessarily the dealership's true net cost. Also, local demand, available inventory, manufacturer programs and an individual dealer's motivation all affect the deal.
A newly redesigned RAV4 in a popular configuration may give a dealer less reason to discount, but that said, a particular dealer's financial position at that moment will influence just how motivated it is to sell.

Toyota's factory destination charge is different from an extra dealer-imposed charge with a similar name. Ask the dealer to identify each charge on the quote. You generally cannot have the factory charge removed from the window sticker, but you can still negotiate the vehicle's overall selling price.
Is Toyota RAV4 Dealer Invoice the Same as the Dealer's Actual Cost?
